The Winter Operations Plan aims to define roles, responsibilities, best practices, and communication protocols (both internal and external) to optimize the management of winter weather events.

Winter Operations: What You NEED to Know
  1. Pay attention to messages displayed on Variable Message Signs (VMS), particularly regarding:
    Snow event warnings (snow/sleet/ice pictograms) and the affected highway section.
    These warnings inform drivers to exercise caution due to potential sleet, snow, or ice, which may affect normal driving conditions on the highway. → Drivers MUST proceed with extra caution, follow all traffic signs, and reduce speed when necessary, avoiding sudden maneuvers.
  2. Pay attention to messages displayed on VMS, particularly regarding:
    “Operational vehicles in action”
    This message alerts drivers to the presence of winter road maintenance vehicles operating on the roadway at reduced speeds. In emergencies, these vehicles may use lane crossovers or stop on the highway/interchanges to perform their tasks. → Drivers MUST exercise extra caution, respect all traffic signs, and reduce speed when approaching maintenance vehicles, avoiding sudden maneuvers.

IMPORTANT: The use of lane crossovers (if activated) is strictly prohibited for unauthorized vehicles.

This procedure aims to manage critical situations caused by adverse weather conditions along the designated highway section.

Before starting your journey:

  1. Check weather bulletins and risk alerts. (For Campania: Regional meteorological, hydrogeological, and hydraulic bulletin https://bollettinimeteo.regione.campania.it
  2. Check the wear and pressure of your tires.

While driving, users MUST:

  1. Pay attention to messages displayed on Variable Message Signs (VMS), particularly:
    Weather event alerts (rain, wind, etc.), the affected highway section, or an indication of ongoing or expected critical conditions.
    → These alerts inform drivers to exercise extreme caution, respect all traffic regulations, and—when necessary—reduce speed and avoid sudden maneuvers. This helps minimize risks, such as: Hydroplaning during or after heavy rainfall; Crosswind effects during strong gusts of wind.
  2. Pay attention to VMS messages regarding:
    Mandatory exits and/or the presence of construction zones.
    → These messages indicate mandatory exits and road closures. Drivers MUST respect these directives, avoid any actions intended to bypass mandatory exits, and stay out of closed construction zones.

Guidelines for Population Evacuation Management

As part of the periodic updates to the national emergency plan for Campi Flegrei, the Operational Committee for Road Traffic, established at the Naples Prefecture upon request by the Department of Public Security – Viabilità Italia, has developed a sector plan.

This plan ensures the efficient management of highway traffic in the event of a mass evacuation of residents from the “red zone” due to seismic or volcanic activity in the Campi Flegrei area.
